Tory Cabinet Shuffle

Prime Minister Stephen Harper says he had to change and expand his cabinet to prepare for a possible election.

Harper says he hopes there is not a spring vote.

But just in case, he has moved some cabinet ministers to new portfolios, and added five more seats to his inner circle.

The prime minister says his new 32-member team will focus on three key priorities -- democratic reform, the economy and the environment.

In all, five new junior cabinet positions have been created, and eight ministers are switching roles or getting new responsibilities.

John Baird, the former Treasury Board president, takes over the sensitive environment portfolio from embattled Rona Ambrose.

Ambrose moves on to become minister of intergovernmental affairs.

Among the other changes, Rob Nicholson moves from his job as government House leader to become justice minister, while Vic Toews becomes Treasury Board president.

Meanwhile, the Liberals have nothing nice to say about today's federal cabinet shuffle.

Liberal Leader Stephane Dion says Prime Minister Stephen Harper's environmental policy has been an embarrassment to Canada.

And Dion says that won't change with the replacement of Rona Ambrose with John Baird in the environment portfolio.

Dion also questions other appointments, including that of rookie Christian Paradis as secretary of state for agriculture.
