Wingham prepares for third major funeral service in four years.

Seventy-year-old Fred Preston is tonight formally charged with first-degree murder in the death of OPP Constable Vu Pham.
He's also accused of attempted murder in connection with another officer.
Preston remains in critical condition at London's Victoria Hospital.
Meanwhile, the community of Wingham is making plans to honour the slain officer with a procession and funeral on Friday.
The town will once again be the scene for a public outpouring of emotion for another person cut down in his prime.
