Dozens of Chinese students say they came to London to earn their pilot's qualifications but spent tens of thousands of dollars and were given only a fraction of the training they were promised.

In Ontario, flight training schools must be registered as career colleges and they contribute to a fund that reimburses students in the event of a bankruptcy.

Bu the Ministry of Training Colleges and Universities says foreign students do not qualify for the protection.
