City council's resolve to consistently enforce the interim control bylaw is being tested.

The bylaw forbids construction or demolition in Old Sandwich Towne until after the second phase of a heritage study is complete.

But as Municipal Affairs Specialist Daryl Newcombe reported on A-Channel News at Six,  the agency which treats children with mental health problems faces a

deadline to start construction or risk losing $2-million dollars in provincial funding.
