Amanda Armstrong of Windsor has been charged with two counts of animal abuse contrary to the bylaws of the City of Windsor. On Wednesday, the Windsor Essex County Humane Society issued a summons to the woman's home. Armstrong must appear before the Ontario Court of Justice at 9am on May 5, 2008.
The charges were based on the failure to treat the pets in a humane manner and failing to provide the necessary food, water, housing, and attention as required to keep the animal in good health and free from harm.
Nancy McCabe, Field Operations Manager with the Windsor Essex County Humane Society says, "This is the result of an on-going investigation by the Windsor/Essex County Humane Society into the dog-starvation case that took place from February 20th to March 11th, 2008. The neglected adult dogs and two starved puppies were discovered at the residence of Amanda Armstrong of Windsor."
Conviction carries a maximum fine of $5,000. per count under the Provincial Offences Act.
McCabe stated, “A summons was issued under the Dog Owners Liability Act to Amanda Armstrong and Mohammad Charara on March 31, 2008. Armstrong and Charara are scheduled to appear before the Ontario Court of Justice on April 21, 2008. If convicted, penalties could include prohibition from ever owning an animal, a maximum $10,000 fine and or imprisonment for a term of not more than six months."
